Minivan Driver Hits, Drags 80 Year-Old Monterey Park Pedestrian Half A Mile

Monterey Park police say 33 year-old Cecilia Morales DeToledo struck 80-year-old Kwai-Ling Hong, dragging his body for nearly half a mile before running off.

Investigators say it took three months to arrest Cecilia Morales DeToledo, after she fled the scene of the hit and run back in January, 2016.

On Jan. 7th, 2016, DeToledo, who police say was also unlicensed, was turning south on Hathaway Avenue in Monterey Park when she struck Kwai-Ling Hong, and continued driving towards her home in Alhambra.

According to Detective Robert Julian, at the time of the accident, two minor children were also present in the vehicle with the unlicensed DeToledo. After arriving home, she dialed 911.

Although police claim DeToledo was unlicensed, she says her driver’s permit was issued in September, 2015.

DeToledo says she didn’t know she had struck Kwai-Ling Hong until she parked and noticed her neighbor yelling, calling for her attention.

DeToledo was arrested for felony vehicular manslaughter, and unlicensed driver charge and is out on $50,000 bail.
